The first thing to understand is that a public holiday does not stop the safari. Game drives, boat cruises, transfers and lodge operations are tourism services, and tourism does not take the day off. Camps are staffed, guides work, and a sunset cruise on 25 December departs like any other day.

The border posts used on cross-border trips, including the crossings around Victoria Falls, Livingstone and Kazungula, operate on public holidays. What changes is volume. Regional holidays generate domestic and cross-border traffic that has nothing to do with tourism, and queues can be materially longer than on an ordinary weekday.
Where a day trip depends on crossing a border and returning the same day, that extra time comes out of the part of the day you actually came for. Around a holiday we build in more slack, start earlier, or suggest moving the cross-border leg by a day. Who else is travelling
Public holidays are when residents of the region travel. South African school holidays and long weekends in particular drive demand into Botswana and Zimbabwe, and self-drive traffic into the national parks rises. Popular camps, the ones with six or eight rooms, are the first to go.
This is a booking-window issue rather than an experience issue. The wildlife does not know it is a holiday, and a well-planned itinerary over a busy weekend is still a good trip. The risk is leaving it late and finding the lodge you wanted is full, which pushes you into a compromise on location rather than on quality.
