What camps actually enforce, as opposed to what brochures imply

There is no single legal minimum age for a safari, which is why you get such vague answers. What exists instead is a patchwork of camp policies, and they are firm.

Many camps set a minimum of six for game drives, and some set twelve for walking activities or for any camp that is unfenced. Plenty will accept younger children only if you book a private vehicle, which changes the price significantly.

Victoria Falls and the surrounding area is the easiest first base. Activities are short, varied and close together, there is a town with hospitals and pharmacies, and you can do a genuine cross border day safari into Chobe and be back for dinner.

Chobe itself delivers the elephants, and the river means boat based viewing is always an option when nobody can face another vehicle.

The mistake is choosing a beach that costs two flights and a day of transfers to reach. From the Victoria Falls region, Cape Town is a single hop and gives you coast, penguins, a cable car and restaurants. From the east, the Mozambican and Zanzibar coasts are the natural pairing.
